Mr. Miller, who is proficient in Spanish, was born and raised in Seattle, Washington, and attended Roosevelt High School. Mr. Miller received a Bachelor of Arts degree at the University of Washington's Henry M. Jackson International School. His major was Latin American, including the study of Spanish and Portuguese.
